a) I think White is down a rook for 2 black pawns and he did this to open up the position of Black's king and to block up his defenders.
b) Black's king safety is really weak because it has no defenders like the pawns who got traded off for the rook. White's back rank is weak but there are no attackers. Black's two rooks and queen is neither that active nor defending the king so might as well give him 1 for value. For black,he should bring more defenders to his king.
All of white's pieces are active since White is down material. White's queen is so powerful because it's right beside black's king. White must be really aggressive because he is down material.
