"a) White stands better because it has more advantages. My analysis:
Material: equal
Development: White developed one more rook. Advantage white.
Castling and King Safety: both Kings have castled, but black's defensive pawn structure is weak. Advantage white.
Center: Black has a center pawn and the queen and knight to control it.
The black rook and bishop defends the center pawn.
White has a pawn and bishop controlling the center. The rook is on the center file and the Queen defends the knight.

Turn to move: White. Advantage White.
